二、用法不同

shout to

shout to ***.一般指因距离远而不得不“对某人大声叫喊”(否则对方无法听见)，目的是让别人听见，不带生气等感情因素。

I had to shout to make myself heard.

我得大声嚷，否则根本听不见我的声音。

shout at

shout at多指因生气或愤怒“冲某人大声吼叫，嚷嚷”。

In a blaze of fury he shout at his wife.

狂怒之下，他冲着他太太吼叫。

三、侧重点不同

shout to

shout to ***向叫喊呼唤。指朝某人大喊大叫，是远距离的。shout to无感***彩，大声对别人说的意思。

shout at

shout at对大声喊呼叱叱喝。是近距离朝某人喊。两者之间有距离差别。shout at有骂人的意思。
